Tribal Chief you ask?
In an alternate story-line where I don't kill Yue, she doesn't pursue traveling with the avatar much like I doubt she would had she actually lived.
Yue's act of duty if not fulfilling her destiny was to her tribe to become the best noble figure. So aside from loving Sokka she stays and forces herself to commit marrying Hahn.
To which, three years later she, though Hahn himself was expecting the position, becomes Tribal Chief of the Northern Water Tribe.
As an act of jealousy Hahn often treats her poorly. (Not referring to physical abuse just mentally.)
He often tells the former Princess of her uselessness to him and all the men of the tribe and how a woman running an entire Head Government/State was a bad idea.
Though an order for him to receive the position she would either have to resign or death.
And by now he travels to the Fire Nation and recruits Azula (who was imprisoned) into helping him and bargains her former position of being a Princess. Agreed (Though assuming to have double-crossed him she accepts)
More when I get around to writing the story you'll see how everyone else ties into the storyline.
